Label names must be unique in scope

What does that mean?  I suppose I could create some test labels and play with this long enough to understand it but I was hoping someone could provide a link to documentation or just explain it.  What does it mean "in  a scope"?  I've heard it said that the scope includes workspace so that means multiple developers could create the same label name on the same code.  Is this correct?  This is actually how I hope this works.

Labels and label scope is a server-side concept. Workspaces are not included in scope. Creating two labels with the same name and scope will cause the second label to replace the first.
